On April 1, 2021, Joshua Marsh was promoted to Lieutenant of the Accomack County Sheriff’s Office Criminal Investigations Division. 

Marsh began his career with the Accomack County Sheriff’s Office in June 2013 and was assigned to the Corrections Division.  In April 2014, Marsh was assigned to the Patrol Division.  Marsh completed the Hampton Roads Criminal Justice Training Academy in April 2014 and received training in the appearance and identification of controlled dangerous substances. This course is a Virginia Department of Criminal Justice Services certification of Police Officers and Deputy Sheriffs. This training consists of 672 classroom hours: during this training, Joshua Marsh received training in criminal laws pertaining to controlled dangerous substances and search and seizure issues. Joshua Marsh was trained in the recognition and detection of illegal drugs.

In October of 2014, Joshua Marsh was assigned to the Criminal Investigations division and the Eastern Shore Drug Task force.  During the time of Joshua Marsh’s assignment with the Criminal Investigations Division and Eastern Shore Drug Task Force, Joshua Marsh’s investigations and arrests have consisted of domestics, traffic violations, larcenies, fraud, sexual crimes, homicides, armed robbery, shootings, weapons violations, narcotic violations (on the state and federal level) and vehicle theft. Joshua Marsh has assisted the Eastern Shore Drug Task Force with the preparation and execution of numerous controlled dangerous substance-related search and seizure warrants. As a result of these search and seizure warrants, numerous individuals have been charged with controlled dangerous substance violations, along with the recovery of various quantities of controlled dangerous substances.

While being assigned to the Eastern Shore Drug Task Force, Joshua Marsh has participated in all aspects of narcotic investigations to include acting in an undercover capacity, surveillance, utilization of confidential informants, defendant and witness interviews.

In March 2015, Joshua Marsh attended a five-day training seminar presented by the National Criminal Enforcement Association. The training focused on the current trends utilized to transport illegal, U.S. currency and firearms. The training also focused on the current methods utilized to detect/investigate the trafficking of narcotics, U.S. Currency, and firearms.

On December 21, 2015, Joshua Marsh was certified as an expert witness for drug recognition, packaging, and narcotics distribution.

In March 2016, Joshua Marsh attended a three-day training seminar presented by John E. Reid and Associates, Inc. The training focused on improving the efficiency and proficiency of interviewing by providing tactics and techniques designed to obtain confessions from a deceptive individual in a more expedient manner. It also focused on providing Joshua Marsh with techniques that will enhance the ability in acquiring confessions that otherwise might not have been obtained.

In March 2017, Joshua Marsh attended a one-day training seminar presented by the Northeast Counter Drug Training Center and the Eastern Shore Criminal Justice Academy. The training was entitled "Current Heroin Threat", which focused on the trends in the manufacturing and distribution of heroin.

In March 2017, Joshua Marsh attended a half-day training seminar presented by the Worcester County Criminal Enforcement Team, Eastern Shore Drug Task Force and the Accomack County Sheriff’s Office at the Eastern Shore Regional Fire Training Center. The training focused on the heroin issues on the Eastern Shore, the physical and psychological effects of heroin and its direct relation to law enforcements actions today, and obtained the skills necessary to determine the best and safest avenue for law enforcement actions.

In May 2017, Joshua Marsh attended a three-day seminar presented by the Virginia State Police, Northeast Counter Drug Training Center, Professional Law Enforcement Training and the Drug Enforcement Agency. The training focused on heroin and fentanyl investigations, cell phone use in drug trafficking investigations, drug cartel operations utilizing cell phones and drug cartels operating in the Commonwealth of Virginia. The training went into detailed information on what to look for while conducting a cell phone investigation, applications utilized to avoid detection by the four large cellular providers, who to contact during these investigations, and how to properly conduct a router investigation. This training provided affidavit outlines for conducting these types of investigations on the state and federal level.

In May 2017, Joshua Marsh attended a six-day seminar presented by the Commonwealth’s Attorney’s Services Council and Top Gun. The training was entitled "Investigation and Prosecution of Drug Cases in Virginia". The training focused on drug trends in Virginia, handling/managing cooperating individuals, strategizing and planning a large-scale drug operation, conducting conspiracy cases, obtaining valid confessions, warrantless searches, search warrants, prosecuting a high-volume narcotics trafficking enterprise, use of a narcotic K-9, evidence collection, trial preparation, discovery, asset forfeiture and ethics.

In September 2017, Joshua Marsh attended a six-day seminar presented by the Commonwealth’s Attorney’s Services Council, and Gang Busters 5. The training was entitled “Investigation and Prosecution of Gang Cases in Virginia”. The training focused on gang trends in Virginia, gang laws, handling/managing cooperating individuals, handling/over-coming witness intimidation, gangs and forfeiture, social media/cell phone investigations, gang expert witness preparation, warrantless searches, search warrants, prosecuting a gang case/conspiracy, investigation strategies, domestic terrorism, narcotic gangs, outlaw motorcycle gangs, and ethics.

In January 2019, Joshua Marsh attended a five-day training presented by Cellebrite. Cellebrite is a mass storage, GPS and cell phone extraction system that is utilized globally by military, federal agencies, and local/state law enforcement. The training was to teach Joshua Marsh how to operate the Cellebrite system, what the data extracted was, how that data was obtained, and how to prepare analysis reports. During this training, two tests were administered to make sure Joshua Marsh and other students understood the information that was being provided. After successfully passing each test, Joshua Marsh was granted certificates, Cellebrite Certified Operator and Cellebrite Certified Physical Analyst.

In November 2020, Joshua Marsh completed a nine-week Crime scene technology program at the Virginia Department of Forensic Science. During this training, Joshua Marsh was trained to properly recognize, document, collect, and preserve "for laboratory examinations" items of physical evidence found at crime scenes. Joshua Marsh became familiar with the capabilities and limitations of the modern forensic laboratory in examining the spectrum of materials which can be collected as evidence in criminal cases.

On February 1, 2020, Joshua Marsh was promoted to the Sergeant of Accomack County Sheriff’s Office Criminal Investigations Division.

 

  

The Accomack County Sheriff’s Office employs five criminal investigators. The Investigative Division handles all of the major crimes committed in the County of Accomack. They are trained in the latest forensic science technology in order to identify, collect and preserve physical evidence at crime scenes. This information is vital for the successful prosecution of defendants in our criminal justice system. Our investigators are qualified to handle a vast array of offenses from a simple larceny to complex murder investigations.
